It's the *net* approval (ie approve-disapprove). If the net approval is 35%, and assuming approve+disapprove add up to 100%, it's 67.5% disapprove, 32.5% approve. If they add up to less than 100% (eg don't knows etc), the approval is even lower than 32.5%.

Not quite that high... He's minus 35%in approval... That means closer to 32 or 33 % approval
