No. People define words. Books, be they dictionaries, encyclopediad or style books, do not. People who work for AP agree to follow the stylebook for their professional writing. Personal writing? It's up to them. Same for law dictionaries. Otherwise, we decide what words mean. Eg: "Sears Tower" 👍
