A lovely, sunny start to my first week in Munich as a guest researcher at the Max Planck Institut for Innovation and Competition @mpi-inno-comp.bsky.social. I'm looking forward to catching up with colleagues in Germany over the coming month (in between burying myself in books in the library!)
A review of Neil Wilkof's book, IP Before IP, prepared for the IPKat by Angela Fox (Partner, Mishcon de Reya LLP): ipkitten.blogspot.com/2026/10/gues...
It's out! My article in GRUR International is now available online. The article discusses the need for a breeder's exemption in patent law: academic.oup.com/grurint/adva...
The article includes data on double protection by both patents and plant variety rights in Australia and the United States. I've made the datasets publicly available here: doi.org/10.17034/339...
A friend who uses TikTok told me these blueberry IP cases have become very controversial online... Here's my summary in the IPKat: ipkitten.blogspot.com/2026/10/plan...

this includes details of how OpenAI agents were trying to exploit the government agency AIHW's website by sending it payloads to try and get what it wanted — something that goes beyond scraping and into intrusion territory.
NEW: OpenAI's agents also tried unsuccessfully to hack another Australian government agency, say researchers who believe this is "first reported instance of agents hacking a government". They claim bots left traces of trying to exploit a vulnerability on the AIHW website www.abc.net.au/news/...

Will keep boringly saying this (no disrespect to OP): it's not a health surcharge. It's not hypothecated to the NHS; you can't choose not to pay it and thereby eschew healthcare. You could equally call it an education or roads surcharge. It's using the NHS's sanctified status to rip off immigrants.
The UK government is making upwards of £4.9bn in profit from visa fees, citizenship fees & the immigration health surcharge. Meanwhile, people are getting into thousands of pounds of debt or going without food just to afford to these immigration fees. www.thebureauinvestigates.com/stories/2026...

Earlier this year UKRI launched a funding call to invest £40M in ONE AI lab. www.ukri.org/opportunity/... For some unknown reason they decided to fund TWO AI labs at the cost of £60M. An extra £20M. Just found. That's the equivalent of 7 more years of Jodrell Bank. www.ukri.org/news/ukri-la...
I'm absolutely devastated for colleagues at Jodrell Bank who found out this morning that funding for the UK's e-MERLIN radio telescope array will be terminated. This is a short-sighted move, to save a tiny fraction of the overall UK science budget. #SaveJodrellBank 🔭🧪 www.bbc.co.uk/news/article...

More specifically, the law proposes to "prevent corporate seed companies from restricting farmers and researchers from breeding, experimenting with, propagating, or saving seeds, including through burdensome contracts"
Representatives Jim McGovern (D-MA) and Greg Casar (D-TX) introduced a bill called the Fair Seeds for Farmers Act. The law would remove utility patent protection for plants going forward (leaving PVP and plant patents available) and prohibit certain seed contracts mcgovern.house.gov/news/documen...
