This is really something every minority had to struggle with. I remember the 90's-00's had this exact conversation with black people on TV. The big issue is that minority groups have their own culture and circles that need representation, ones that cis people are largely unfamiliar with.
When trans creators are subtle, people dismiss the trans subtext as “headcanon.” When trans creators are loud and proud, people call it “obnoxious” and “cringe.” They just don’t want us to be represented in media at all. Because they don’t want us to exist at all.
The answer to the trans representation problem is the exact same as any minority. Just let those minorities make stuff they want to make and consider that it might not be made for you. The question of "what's good representation" can only be debated among the ones being represented. Always has been.

Second, and unfortunately it needs to be said, the pandering angle only seems reasonable when it's targeted towards minorities. If a show is made by trans people for trans people, is a cis person playing in it pandering to cis viewers? You would sound insane arguing that. The "problem" is one-sided.

See this is good campaigning because hyperfixating on which type of apple is best for 3 minutes straight is about the most American thing you can do. You can completely tank your opponent's election by showing a clip of them saying "I dunno I guess I like the green ones."
Fall is here. So we can finally talk about this serious topic... Jonagold vs. Honeycrisp apples.
