According to a recent survey, Discord is considering adding new message formatting features. Examples of these new formatting features include colors, fonts, sizes, and animations.

Colours and font sizes arnt part of markdown which is what is being used at the moment. Does this mean a move away from markdown or are they expanding on it? (similar to GitHub’s markdown tables or apps like obsidian)

I mean they don't implement Markdown (as in, CommonMark) properly anyways. It always has been "Discord Flavored Markdown", even though they don't call it that. For a more specific example of Discord-specific extensions, #- syntax was added recently. Not at all part of the spec.

My take is that you should just have rules and moderators to enforce them. If spam is not desired, warn people who do it. If they don't listen, ban them. A server I'm on removed polls and user apps because "it can lead to spam". It just leads to frustration when you can't use these features.
