Navatek isn’t that big a company. With the amount they spent on bribing GOP senators rather R&D, no wonder they needed help to win contracts.

They're selling other people's money, they don't value it that highly. Basic principal-agent problem.

That's the real thing: if they're likely to never get caught, and they know their party will back them if they are, and it's not THEIR money getting spent, why not pocket a new fuckin' car's worth of money for a vote or three.
