I've seen some people ask how the Noxus Portal in Arena is made, so here is how! It is using a stencil mask (very similar to a Photoshop Layer Mask) to hide geometry that is placed in front and behind it to fake a parallax effect. This video shows with and without the stencil enabled.

Video games make puddle reflections slightly unrealistic on purpose. A perfectly accurate puddle causes players to enter “Puddle Madness” and become entranced by its ray traced beauty. They will stop playing, stop blinking, stare at the puddle until they die of thirst
