Postdoctoral Fellow Emma Empociello and Research Assistant Greta Garcia Jalil Melendez published new research with Migration Policy Institute about the rise in third-country deportations from the U.S.

The U.S. has carried out about 980,000 deportations during the first 18 months of the second Trump term, according to a new MPI analysis That’s above recent administrations but well below the early-2000s peak Here's what the data show, and what they can't tell us 🧵

Using a new methodology that seeks to estimate self-departures and adding these to known deportation numbers, MPI estimates anywhere from 1.3 million to 2.4 million people were deported or “self-deported between Jan. 20, 2025 and July 31, 2026

But the share from interior arrests has grown to 39% in July, up from 28% in 2025 And deportations of those arrested in the U.S. interior is up from about 8,000 a month at the start of the Trump term to 19,000 on average for May, June & July

When you tally up deportations and “self-deportations”, how many people have left? DHS says more than 3 million That number can't be verified with data, in part because DHS doesn't collect data on most departures across the U.S.-Mexico land border

Why this analysis? DHS hasn't released a detailed monthly enforcement report since January 2025 MPI used publicly available ICE and CBP data, obtained by Deportation Data Project and others via FOIA, to approximate official reporting

On an annualized basis, MPI estimates about 660,000 deportations were carried out in fiscal 2026, up from 620,000 the year before That’s 26% above the FY 2021–24 yearly average It’s below the FY 2000 peak of 1.86 million deportations hit during the Clinton administration

Of the 35 third-country deportation agreements signed by the US, 6 have text that has not been made public Most are with countries where the State Dept has reported human-rights concerns Researchers Emma Empociello & Greta Garcia Jalil Melendez examine the issue: https://bit.ly/4ysA2Za

bit.lyHow the United States Is Using Third Countries to Expand Immigration ControlU.S. deportations of individuals to a country other than that of their citizenship have been on the rise since 2025, with the growing number of third-country arrangements raising questions about safeguards.

Migration diplomacy may be moving in a more transactional direction, but one-sided deals alone cannot address challenges from returns to smuggling & the instrumentalization of migration Long-term, holistic partnerships are more essential than ever
