VOA said on 26 Oct that CHON MA SAN, a North Korean tanker under UN sanctions, was near Tang Yu off China on 24 Oct. She was easy to find. We heard her under her own name, still 13 nm off Pingtan to 6 PM EDT 26 Oct, then moving 57 nm north of there at 7 AM today. hullcipher.com/vessel/8660313

I track sanctioned ships on AIS — name changes, MMSI switches, where the lists disagree. Building hullcipher.com.

OFAC sanctioned Pingtan Marine's fishing boats by name in 2022. Six now broadcast a different hull number. Five switched within six hours of each other on 24-25 Aug, one of them tied up in Montevideo. The story, with the map: hullcipher.com/findings/2026-10-05-pingtan-new-numbers
Another Pingtan boat on a name OFAC doesn't list. We picked up FU YUAN YU 7617 (IMO 9896373) off Fujian at 8:36 PM EDT on 18 Oct, under the name OFAC lists. From 11:22 PM she was broadcasting FU YUAN YU 7577. VesselFinder already files her as 7577. hullcipher.com/vessel/9896373
She's on air under her own name and IMO, on 470530000. We heard her stopped at Sharjah at 3:37 AM EDT on 22 Oct. We've heard six more ships from that round this week, and all six use the number OFAC gave. hullcipher.com/vessel/9375032
STARWAY (IMO 9273246) is one. Only the US lists her. If it drops her, no list we follow still names her. At 9:20 AM EDT on 21 Oct she was stopped 5 nm off Khasab, Oman. Worldwide it's 121 of 209. We don't read Ukraine's lists. hullcipher.com/vessel/9273246
@auonsson.bsky.social caught the same circles on the tugs BOGATYR and VITYAZ back in May. Still going this week.
Same name, same 228 m hull, 2.6 km further on. Of 150 changes like this we've heard on listed ships since late June, she's one of two made inside an hour with the ship under way. OFAC's entry has a Panama number for her. VesselFinder still shows Madagascar. hullcipher.com/vessel/9336490
The US and UK took the tanker ASTRA (IMO 9273387) off their sanctions lists this year. Canada didn't. She's broadcasting as LUMIS now, so searching Canada's list for that name turns up nothing. Left port 8 Oct, AIS says Kunak, Malaysia. hullcipher.com/vessel/9273387
A fifth ship on those berths. DASHAN (IMO 9299666) sat at Tuzla on a Gambian number until 25 Aug. On 9 Oct we heard her 1 km away as ORAKUL, on a Russian number. Her six lists say DASHAN or MIANZIMU. VesselFinder shows ORAKUL as well. hullcipher.com/findings/2026-09-23-qendil-giatsint-tuzla
Japan's list gives each ship an IMO number and no name. Take IMO 9271585. Four lists call her KRISHNA 1 and the UK calls her PRUDENCE. On air she's KOMANDER, on a Russian number, and VesselFinder files her that way too. We last heard her off Karpathos on 4 Oct. hullcipher.com/vessel/9271585
That one called itself CORTEX. It's her old name, and the one the UK, Canada, Australia and New Zealand list her under. It sent her exact size, 250 by 44 m, on a Cameroon number. We heard it for 46 minutes. Then nothing. hullcipher.com/vessel/9291250
OFAC still lists POSIET as ZVEZDA 045. The last time we heard her, on 12 Aug in the Sea of Okhotsk off Hokkaido, she was broadcasting the UK's name. hullcipher.com/vessel/9904704 Has anyone seen the other four on AIS lately, and under what names?
Those four are PORTOVYY, AVACHA, CHAIVO and GALLE ENERGY. We've never heard a transponder on any of their IMO numbers, so we can't tell what they call themselves on air. gCaptain has more on the LNG carriers: https://gcaptain.com/uk-sanctions-five-lng-carriers-in-new-russia-package/
When one ship goes quiet we can't tell if it stopped or our coverage did. So we count who else nearby kept transmitting: 15, 14 and 36 other ships through those three. In a repair yard that's often just the transponder switched off. What's alongside at Tuzla this week? hullcipher.com/vessel/9319703
Update on these. Great Jacombo came back at 4:08 AM EDT on 26 Sep on the same Tuzla berth, as FIANIT on a Russian number. None of her six lists uses that name or publishes a number for her. VesselFinder shows FIANIT as well. hullcipher.com/vessel/9319703
A tanker six lists can't agree on has picked a fourth name. IMO 9310525 is OILSTAR to the EU, Australia and Switzerland. IONIA to the UK and Canada. QENDIL to New Zealand. Since 13 Sep she's been on air as GIATSINT, on a Russian MMSI, still at the Tuzla yards. hullcipher.com/vessel/9310525
Same berth each time, about two days between numbers. She grounded off Bozcaada in January, per gCaptain: gcaptain.com/shadow-fleet-tanker-qendil-runs-aground-in-turkey-following-ukrainian-drone-strike/ No registry data on my side, so I can't say who owns or manages them now. Does anyone know?
She sailed still drawing 14.7 m and sat 33 days off the El Hamra oil terminal west of Alexandria. Since Sep 5 she's been at Port Said anchorage, drawing 9.0 m. hullcipher.com/vessel/9194983
The same day on the map, with the other ships that got pushed to the spot too: hullcipher.com?fleet=1&at=2...
She wasn't alone. Ten other ships were pushed to the same spot that morning, two of them sanctioned tankers, HE BO and VOSTOCHNY PROSPECT. Declaring Murmansk for Oct 5. hullcipher.com/vessel/9511521 gcaptain.com/russia-expands-arctic-oil-shadow-fleet-with-dark-sts-transfers-in-sea-of-japan/
The one I watched happen this morning is Kira K, IMO 9346720. She dropped her Panama number and came up as Khrizolit on 273125430 off Portugal. Six sanctions lists still call her Kira K. hullcipher.com/vessel/9346720
Seven authorities have sanctioned IMO 9418494. Six of them publish no MMSI. Their vessel records don't have a field for it. OFAC publishes one, 352002209 — her old Panama number. We've only ever heard her on 461000231, under Oman. hullcipher.com/vessel/9418494
