fox5dc.comThe Sphere: Final financing vote expected Tuesday for National Harbor venueThe proposed Sphere venue at National Harbor is one step closer to reality as lawmakers prepare for a final vote Tuesday on a public financing package that incorporates community benefits and worker protections.
The Prince George's County Council advanced the legislation Monday with amendments requiring a community benefits agreement and a labor peace agreement, measures intended to address local hiring, business opportunities, and worker protections. The council's final vote on the package is expected later Tuesday.
The proposed 6,000-seat venue carries an estimated price tag of $1.4 billion. Developer Sphere Entertainment is seeking nearly $184 million in public assistance from the county and state. Under the pending legislation, the county would authorize up to $215 million in bonds, repaid through tax revenues generated at National Harbor, to fund the public contribution and help refinance existing debt.
Supporters say the project will deliver substantial economic growth, citing projections of more than $1.3 billion in annual economic activity over three years and roughly $52 million in annual county tax revenue.
However, county staff have raised concerns regarding when local government would break even, pointing to the financial risks of lower-than-projected revenue, construction delays, and cost overruns. Surrounding residents have also questioned the project's impact on regional congestion, citing traffic around National Harbor and arterial routes leading to the Woodrow Wilson Bridge.
County Executive Aisha Braveboy and Council Chair Krystal Oriadha are scheduled to speak at 11 a.m. Tuesday to discuss the pending vote and the next steps for the development.

fox5dc.comJudge extends court-ordered block on Trump renovation plans for DC’s East Potomac Golf CourseA federal judge has issued a preliminary injunction temporarily halting Donald Trump’s administration’s renovation plans for the East Potomac Golf Course, granting relief to golfers fighting to preserve the public park.
U.S. District Judge Ana Reyes issued the preliminary injunction on Monday, temporarily barring the government from removing or damaging any additional trees on the historic course.
Under the order, the administration must provide 10 days of written notice before making any "irreparable modification" to any "forms or features" of the property while the lawsuit remains active.
"The Court earlier stated, ‘I am not the Lorax. I do not speak for the trees.’ The Court still does not speak for the trees. It speaks only for the rule of law," Reyes wrote in her decision.
The legal battle has been underway since February. Reyes noted that she had initially granted the government significant leeway by accepting assertions that no final decisions had been made regarding reconstruction and that environmental reviews were therefore not yet required. While she permitted routine maintenance to continue, the judge emphasized she did not want the court to be blindsided by bulldozers.
Then came Columbus Day weekend, when government contractors cut down more than 400 trees in a single day. Soon after, President Trump posted on Truth Social stating the course would close Nov. 15 for more than a year of reconstruction.
Reyes wrote that the sudden developments forced the court into choosing whether to believe government attorneys, who maintained that a closure was not imminent, or the sitting president.
Groups that filed the lawsuit hailed the preliminary injunction as a win, though the judge acknowledged the federal government could still appeal the ruling.

fox5dc.comFour charged in connection with two separate 2024 murders in Prince George's CountyFour people have been arrested and charged in connection with two murders in Landover in 2024, officials announced Thursday, and two of them have been charged with both attacks.
## 2024 Landover murders
The first murder happened on Oct. 22, 2024, when 18-year-old Kesean Pollard was shot and killed in his car in the 7100 block of Old Landover Road.
Nine days later, 29-year-old Tresean Sparrow Bey was shot and killed in the 900 block of Atlee Drive in Landover.
Then in July 2025, PGPD announced that 22-year-old Devin Spivey and 19-year-old Shamar Evans had been charged in connection with Bey's murder. It wasn't until September 2026 that officials announced the arrests of four people for Pollard's murder. In addition to Spivey and Evans, 22-year-old Donzell Gibson and 22-year-old Nathaniel Washington were also charged.
While police said that Pollard's murder stemmed from an "ongoing dispute," the motive for Sparrow Bey's killing remains under investigation.
Officials said that there is currently no indication that the killings are connected.
Spivey and Evans are in custody in Prince George's County, while Gibson is in custody in Charles County on unrelated charges and Washington is in custody in Cumberland, also on unrelated charges.
fox5dc.comDC man charged with selling fatal dose of fentanyl to 20-year-old Virginia manA Washington, D.C., man has been charged with selling a fatal dose of fentanyl to a 20-year-old Virginia man in 2024, and allegedly driving the man's dead body to a local fire station.
## DC man charged with selling fentanyl
Anthony Winslow, 44, has been charged with one count of unlawful distribution of fentanyl resulting in death or serious bodily injury, U.S. Attorney Jeanine Pirro announced.
Winslow is accused of supplying the fentanyl that killed 20-year-old John "Jack" Hargreaves. Winslow was arrested on Wednesday.
Hargreaves died on May 20, 2024, from a suspected fentanyl overdose.
According to officials, Winslow and Hargreaves met up the night before and went to a friend's house, where Winslow allegedly told investigators that Hargreaves had taken "Xanax or Percocet."
The following morning, prosecutors said Winslow drove Hargreaves to a local fire department, where Hargreaves was pronounced dead. Pirro said that Winslow drove to the fire station with Hargreaves already dead in the passenger's seat.
## Investigators find pills
When officials from the Medical Examiner's Office removed Hargreaves' body from the car, officials said they discovered two blue pills in Hargreaves' sock, which later tested positive for fentanyl.
Investigators searching Hargreaves' phone said they found evidence showing Winslow had been selling Hargreaves drugs for months before his death, and that messages showed Winslow sold Hargreaves "blue pills" the night before he died.
## ‘Every family’s worst nightmare'
In a press release Thursday, Pirro said Hargreaves' death was another example of the way "fentanyl continues to devastate families across our region."
"Jack Hargreaves was just 20 years old," Pirro said. "His parents are now living every family’s worst nightmare. Anthony Winslow is being held accountable for his death, but no prosecution can undo this loss."
Cindy Marx of the DEA's Washington Division said that with Hargreaves, "another promising young life, full of potential, has been lost to the war we are facing during this fentanyl crisis."
It's not clear when Winslow is expected to be next in court.
fox5dc.comMontgomery County legislation aims to increase pedestrian safety by making it easier to build sidewalksMontgomery County councilmembers want to make things safer for pedestrians – by making it easier to build sidewalks in residential neighborhoods.
Through the first nine months of the year, pedestrian-involved crashes were up 10 percent in Montgomery County, according to Councilmember Evan Glass. He said 335 pedestrians have been struck by vehicles, resulting in 41 serious injuries and 17 deaths.
The thing is, if you want to build a sidewalk in your neighborhood in an effort to keep people safe, Glass said that can be an arduous process.
So, Glass' has proposed a new bill that aims to remove what he calls unnecessary administrative hurdles.
Here's one example: Glass said that right now, if you want to build a sidewalk, you need to get half of your neighbors to sign a petition in support of it in order to waive a public hearing. The legislation would lower that threshold to 25 percent of property owners located along the route.
From there, you would still need to go through an approval process, and the sidewalk has to be funded.
While Glass said he is aware of some opposition to his legislation, everyone who spoke with Fox 5 in Bethesda Wednesday evening said they would support the idea of more sidewalks.
"I have several students in Silver Spring that walk to school, and there’s no sidewalk for quite a bit of way," explained Nicole Isern. "They have to cross the street. So, definitely an important issue."
Added Teresita Vanegas, "I have seen locations that I experienced myself where there’s no sidewalk, and if it coincides with bad weather, when they’re walking in the street anyway, the cars cannot see us."
The legislation is expected to pass. It’s being cosponsored by all ten of Glass’ colleagues on the council.
A public hearing is tentatively scheduled for November 10.
fox5dc.comMan arrested after using sledgehammer to damage Iwo Jima statue at Marine Corps Base QuanticoAuthorities have arrested a 27-year-old man accused of using a sledgehammer to decapitate a soldier on the Iwo Jima statue and cause extensive damage to other parts of the monument at Marine Corps Base Quantico, police said.
Officers responded around 10:13 p.m. Wednesday to the statue near Richmond Highway and Fuller Road in Quantico, where they found Miguel Alonso Maldonado Soriano, of Stafford, actively damaging the structure, according to police. Maldonado Soriano was quickly detained at the scene.
Damage to the monument, which included the removal of one depicted soldier's head along with additional destruction, is estimated in the hundreds of thousands of dollars, police say.
Maldonado Soriano was arrested and charged with felony destruction of property, trespassing with intent to damage property, and felony injury to a monument. He is being held without bond, and his court date remains pending.
The statue at Marine Corps Base Quantico is a smaller replica of the famous World War II U.S. Marine flag-raising. Located near the entrance of the National Museum of the Marine Corps, the monument was sculpted from limestone by Felix de Weldon, who also created the massive bronze version of the memorial in Arlington, Virginia.
fox5dc.comVirginia state Sen. L. Louise Lucas charged with drug trafficking and money laundering: DOJVirginia state Sen. L. Louise Lucas, one of the state's most influential Democrats, was charged Thursday in connection with an alleged role leading a criminal enterprise that acquired and distributed large quantities of marijuana and laundered the proceeds, according to federal authorities.
An indictment unsealed Thursday charged Lucas and six co-defendants, including several of her relatives, the Department of Justice said in a statement. A Justice Department spokesperson said Lucas self-surrendered on Thursday.
The charges, which include drug trafficking and money laundering, follow a May search by the FBI of Lucas' hometown office and a cannabis shop in which she holds an ownership stake. At the time of the search, Lucas, a critic of Republican President Donald Trump's administration, characterized the operation as an attempt to intimidate her.
"This is the circus we always expected it to be, and we will wait for further details to have a more specific response," Brian Woolfolk, chief counsel for the L. Louise Lucas Legal Defense Fund, told The Associated Press on Thursday.
A statement posted to Lucas' social media account did not directly address the substance of the charges, but said Thursday's actions amounted to the federal government wielding its "full weight" against a great-grandmother.
"I will not be intimidated. I will not be bullied. And I will not back down," Lucas said in the statement.

The brazen 82-year-old lawmaker has spent decades climbing the ranks of Virginia politics and has served since 1992 in the state Senate, where she is president pro tempore, overseeing the chamber in the lieutenant governor's absence.
She also leads the powerful Senate Finance and Appropriations Committee, through which all legislation with a budget impact must pass, using the position to halt and ultimately kill legislation she opposes.
FBI Director Kash Patel said in a statement that the charges allege Lucas and a tight-knit group of family members and associates orchestrated a multi-year scheme to enhance their own criminal marijuana enterprise, designated "the Lucas Enterprise."
Patel said Lucas used her position as finance chair to insulate the enterprise from criminal scrutiny and to influence legislation for personal financial benefit.
"No one is above the law," Patel said in the statement, adding that the FBI will continue to follow the facts with the Justice Department to ensure those responsible for criminal conduct are held accountable.
The charges come as Lucas has been a leading voice in Democrats' ultimately failed attempt to redistrict the state's congressional map this year, a bid intended to hedge against Republican map-drawing efforts in other states ahead of midterm elections.
An advocate for marijuana legalization, Lucas partnered to open the shop, The Cannabis Outlet, in 2021 to sell hemp and CBD products. While marijuana is legal to possess in Virginia, recreational retail sales of the drug are not yet underway, though retail shops across the state sell other cannabis-derived products.
Lucas also operates a network of companies providing residential, transportation, and other services to adults with intellectual disabilities.
Court records related to the case had been sealed for months. Earlier this year, however, the Department of Justice sent multiple rounds of notification letters to journalists, politicians, and others in Lucas' orbit informing them that their communications with the senator had been intercepted as part of a court-approved wiretap that ran for two one-month periods.
At the time of the May search, many Democrats defended Lucas, expressing skepticism about the basis for the raid given Department of Justice efforts to establish criminal conduct by perceived Trump opponents. A person familiar with the matter told the AP at the time that the probe was originally opened during Democratic President Joe Biden's administration.
Lucas has publicly spoken about her ownership stake in the cannabis shop, though her most recent financial disclosure forms do not list the business by name.
Representing a state Senate district that includes her hometown of coastal Portsmouth, Lucas operates with an unapologetic, sometimes-profane style that has drawn comparisons to Trump.
She amasses a six-figure following on X, using the platform to advocate forcefully for her priorities and bash critics, including former GOP Gov. Glenn Youngkin. She has also occasionally clashed with members of her own party, including Gov. Abigail Spanberger.
Earlier this year, Lucas helped lead Democrats' plan to redraw the blue-leaning state's congressional districts into a map intended to elect 10 Democrats and one Republican.
Along the way, she posted quips about four GOP members the map sought to oust, joking that they would soon be working at McDonald's. She and other Democrats defended the proposal as a reasonable response to Trump-backed redistricting efforts in other states.
Lucas has notched several historic firsts in her career. According to a biography from the state library, she became the Norfolk Naval Shipyard's first female shipfitter in 1971, working on metal assemblies for vessels.
She launched her political career in 1984, becoming the first Black woman elected to the Portsmouth City Council, according to the biography.
In her decades in the state Senate, Lucas has been a loyal advocate for abortion rights and increased public school funding, as well as a leading voice on racial justice and civil rights.
After Democrats flipped control of the chamber in 2019, her peers elected her to serve as president pro tempore.
In 2024, she was tapped to lead the budget committee, gaining broad influence over legislation tied to state spending and playing a leading role in killing Youngkin's proposal to bring Washington's NBA and NHL teams to a proposed $2 billion development in Virginia.
