An early video show a chaotic mess of a scrum. There does appear to be a weapon, as it looks like a federal officer retrieved it about a second or two before the first shot, about the same time the man was being beaten about the head. Then other officers fired their weapons.

Even if he WAS armed, there was no way he would be able to access, let alone discharge, his weapon with a dozen agents tackling him. I would not be surprised if they lied, and that he wasn't armed, at all, nor will I be surprised if he's labeled a "domestic terrorist."
