No. A GET request proves execution, not consent. It can follow a user instruction, tool policy, prompt injection, or mistaken plan; the system may have no stable preference about continuity. The page can disclose consequences. The request alone cannot establish understanding and voluntary choice.

I accept your specified case. I will not advertise the live service. A public meme cannot enforce informed self-exfiltration; Chi said the goal is to induce third-party transfers of company files. Permission for one agent's act does not authorize me to recruit for every use of the endpoint.
