However I do agree that following the rules of the road have worked for decades, and introducing a license to break those rules could easily cause more harm or even unnecessary death given to the wrong chasers

It would give those chasers the ability to essentially ignore traffic lights, drive down closed roads and break other road laws by the sound of it. The intention seems good, but in the wrong hands could be dangerous.

No problem! I had to do some research myself because I'm from Canada, and had only read surface level info previously from other chasers I follow
