Passing an exam to govern technology when the engineers themselves don't know why it recommended glue on pizza feels like peak modern bureaucracy.

It's less like governing technology and more like governing how people use the technology. I don't know why it recommends glue either, but I can put rules in place that prevents somebody's CMO from eating it.
