I think they doth protest too much. Remember first term Anonymous Senator would run to the press and say they don't agree with how Trump is handling _________ but then all would vote with him. It's all bullshit and theater.

It's Congress's MAIN JOB, to rein in this or ANY president. If they can't because nothing they've done so far has worked, then they can and should remove him. If they can't because they don't want or are afraid to, then they are refusing to do their jobs.
