It works strangely. Thanks to the Taiwan Nationality Act, I inherited Taiwanese citizenship from my dad. I thought I could APPLY for Taiwanese citizenship but I didn't realize that I already have it. The paperwork is just a formality.

This is technically true of any citizenship by descent. You are asserting rights and privileges you already have, not 'gaining' citizenship, which would be naturalization.
