its one grade over a 3-year "bachelor" (licence) and they usually require 5 years of study in france so i would say no? Their reputation is mixed here

Undergrad is ≈ a bachelor's, graduate degree ≈ a master's (esp in terms of "level"), but there's various minor differences (grad degrees are longer than master's on average, undergrad is less defined than a bachelor's initially) It's different in canada vs the US too
