A lot of transit systems assume all their riders are seasoned riders who live in their city. This makes it really difficult to attract both new local riders and casual visitors. Secret rules help nobody, but they're really common. "Oh everyone knows this bus stops over there now!"

Today's secret rule: "if there's construction, the bus will bypass the stop."

There was no signage at the stop to indicate this. Later I noticed it was included in a list of service advisories.
