No but it's definitely doable. I created an issue so we don't forget. Would something like that solve your use case? If not, let me know what would.

Yes the safelist is exactly it. Not all utils need to be created, but allowing a subset to be created would be great when parts of a site will be modified outside of the core markup. Like child themes or when classes can be set in the cms. 👌
