Each team should just have a designated "blowout" arm like NHL teams have an emergency goalie. They can only come in in blowout situations.

Feel like a simple, reasonable rule would be to prohibit position player pitching until all relief pitchers are used (or something like “all but four rostered pitchers” since there’s no official starter vs reliever designation)

This is a recipe for hurting guys. Making a guy who just pitched 2 days in a row or 3/4 pitch to 3 batters is asking for injury

Can’t use that guy, you gotta use tomorrow’s starter or a starter who’d be doing his between-starts throwing that day. If your bullpen is too depleted to manage that you should be making roster moves

One other possibility would be to give teams a roster slot for pitchers who can only be used in blowouts, & who are barred from other appearances in years when they get that designation. Could even do the emergency-goalie thing and have one available for each team at every stadium

They wouldn’t be MLB-quality relievers, but they’d be better than position players
