This wouldn't be the first time he's interfered with Ukrainian operations by messing with starlink.

I think a serious Democratic POTUS would declare Musk's control of StarLink and SpaceX's launch capabilities, not to mention his general behavior, as a threat to national security. I would advocate for forcing him to divest those businesses from SpaceX at the threat of outright nationalization.

Musk already took it on himself to cut out Ukraine’s service when they were planning an attack on Crimea. He’s made himself the sole arbiter of who gets a tactical advantage in any battle.
