The GEO Group doesn't just profit from detention. It also makes money from the surveillance of immigrants in their homes & communities through the Intensive Supervision Appearance Program, 'skip tracing' work that has drawn comparisons to bounty hunting, and the transportation of detained people.

My understanding is skip tracing is essentially the 'finding people' part of bounty hunting. Here, the contractors aren't apprehending people; ICE & 287(g) officers are. But really how the work is divided barely matters here--the incentive structure (quotas & bonuses) is the real problem.
