No, both those groups are under the jurisdiction of the US while they are on US soil. Just like if you visit another country, you have to abide by that country’s laws while you are there.

So here's the thing. The whole argument is about the "subject to the jurisdiction thereof" phrasing. If they're going to say that this phrasing means only people born to at least one citizen, then aren't they're saying non citizens aren't subject to the jurisdiction of the United States while here?

It served as a poignant reminder that the history of our SCOTUS is that they frequently rule unjustly and immorally to uphold discrimination and monied interests, until pressured otherwise.
