While this data can only be gathered via books that can actually be scanned etc. the earliest artist I've seen with dedicated Charmuro scenes was Rio Yagizawa, who also is also exceedingly important for introducing the first Charmuro R18 parody at Comiket ever in 1979 with Nure Yūki & Shou Noguchi.

The second oldest Charmuro piece that I personally own is from the circle WHITE ECHO's Gundam parody collection released in 1981 for Comiket 15 in which Char x Amuro are depicted kissing during their fencing match. This fencing match was a point of sexual tension for some fujos et al:

Charma first hit before Charmuro and was more popular than Charmuro, however, it wasn't untouched. The earliest Charmuro example I have in my own hands is from Winter Comiket of 1979 via Corporation Shameless, where Char x Amuro do a Rose of Versailles parody:
