You can see him start pistol whipping the observer a few seconds later, discharge the gun, holster it, UNHOLSTER, and then fire several more times.

That seems to be standard procedure in cop shootings, ICE or not. A dead victim is a lot easier to smear than a live one. So if anyone shots, all the other cops join in to make sure he's dead.
