I translated the 1600 Z/UTC to EST (11 a.m.) as that is the local time for this station in NYC.

Except for Environment Canada water level loggers, which are in standard time. Not local, since they don’t adjust for DST; nor UTC, since they’re in a time zone. Was an adventure finding which Pytz code to use for that.

NOTAM is a safety report regarding conditions around an airport that may affect aircraft safety, METAR is a notification regarding meteorological events that may affect aircraft flight (Icing, severe weather conditions, turbulence...etc).
