JavaScript declarations in conditionals was discussed at TC39 recently, but consensus broke down over one key detail. How do you think it should behave?

I agree. Rust has the right answer in this case. It should not be available in the else block. If there were a value worth having a variable either way, then it could be set before the conditional.
