A long time ago, cops figured out it was dangerous to try arresting people in cars. So, smart cops waited to arrest them until they weren't in their cars. That was a long time ago. Modern cops aren't that smart.

New York has the right to detain material witnesses to crimes. They should detain the officers involved and the victim to ensure ICE doesn't whisk them out of the country, and in the case of the victim, out of the country.
