Another option: update infrastructure so that biking is SO SAFE no one wears a helmet. See the Netherlands for inspiration.

It's a good idea, but I keep on thinking of a lady I knew. She was in her 50s when she fell off her bike at walking speed. Shattered her skull. Never been the same person again.

I can't believe people are so anti-helmet. Do they not use seat belts either?

The Dutch aren’t “anti-helmet” they just have bike- and pedestrian-centric infrastructure (including traffic laws heavily in favour of bikes and people) so they don’t see them as essential.

Everyone here is pro-safety. Infrastructure increases safety by removing threats. Helmets reduce head injury when accidents happen. And here’s the kicker: you can have both.
