Avoiding South Williamsburg for political reasons, or are there practical concerns about implementation in that area? Seems really traffic-choked along the BQE a lot of the time.

BQE would be exempted (unless you turn off of it). But now that you mention it the traffic can be very bad at times so yeah it should go down to Flushing
