If you will your finger to the pull the trigger, you are at fault. You directly commanded your finger to do that.

If you drive a drone with a gun mounted on it, and command it to fire at a person, you're at fault. You directly commanded the drone to do that.

If the drone malfunctions, flies all the way to a person, and fires at them, the drone is at fault.

If a company has a defective drone that does that all the time, the company is at fault.

If a group creates a religion that encourages people to commit acts of terror, the followers are at fault.
