Some of these decisions to close may have been driven by the Fable / Mythos risk of "open is too risky" that we saw with NHS England. This is the "sovereign security" angle, which appears right in the short term whilst very wrong in the long term.

I heard from inside pals (I used to work in design at home office) that this was a HIGHLY unpopular decision and seen as a massive regression. Thanks for the link. Will read later.
