Maryland sued to stop an ICE detention warehouse. Then New Jersey. Then Michigan. Each case cites the same fifty-year-old environmental law — and a federal judge has already frozen construction in Maryland using it. Arizona's warehouse went through the same process. Arizona hasn't filed anything.
