They can't ignore Fire codes or the Fire Marshall. Don't think they get to ignore water or electricity usage either. These buildings aren't on a base. They'll rely on local utilities and local leaders have a say in how that impacts their resources & residents.

Very true — which is why it's so important for everyday people to call into city council meetings, or attend in person, and insist their municipalities and counties do not support these facilities.
