I don't claim to be the sharpest knife in the drawer but to bypass trumps election mail in ballot scheme, why don't states contract with delivery companies throughout their state to handle the mail in ballots and bypass the USPS entirely for each state? Just a thought

Totally agree. Election officials could pre-sort ballots for efficient distribution (like magazines used to do). AFAICT using USPS is free (?) but other delivery would cost money. Still, I think it's best to separate voting in states from any federal agency involvement.
