They VIOLATED the order. "Defied" is softening language that downplays the severity of the Constitutional crisis we have when the entire executive branch is openly defying court orders.

Defying a "Court Order" should result: 1. Judge finding you in contempt of court 2. Willfully disobeys a mandate 3. Utilizes its contempt powers 4. Enforce compliance 5. Punish disobedience
