Encrypted government PDFs (think W-9 variants some agencies ship pre-locked) reject most fillers outright because the crypt filter runs before any field write. You either decrypt-fill-reencrypt or use a lib that speaks the encryption dictionary natively. We wrote up the actual decision tree. #webdev
