If so most likely repeaters for drone attacks. For bigger drones that method is unlikely. Cross section will show up on radar. small FPV makes no sense unless they do human safari. Which is useless.

With the right altitude it would be frustratingly difficult to hit, expending thousands of precious Russian rounds. Targeting the balloon itself would leave the dangling drone (likely) fully operational over garden territory. We'll have to wait and see what field efficacy Ukrainian forces report.
