There are axolotls in the new #TomodachiLife game! #TomodachiLifeLivingTheDream #axolotl #Nintendo #games

Unfortunately, according to a Tomodachi Life: Living the Dream data spreadsheet I found online, the axolotl will ONLY be available in American, Asian, or Japanese distributions of the game.

The reason I was able to receive the axolotl, despite my game being in Dutch and having the region set to Europe, is probably due to the ROM I installed being American.
