I don't know the case well enough to say how many. If that's the evidence, let the investigation determine who can be charged. Indict, put them on trial, convict, and sentence based on the evidence.

No water in the lungs is text book drowning. Water only appears in the lung if you were dead before entering the water.

Fluid would be in STOMACH, not lungs. Laryngeal Spasm: Inhaling a tiny amount of water can trigger a sudden spasm of the vocal cords, temporarily blocking air and causing severe coughing or distress. No water in lungs. Making claims while being ignorant of science is "flat-earth" level obtusity.

Why would a cororner rul it drowning if there was no water in the lungs or airway. I know here coroners are not required to have medical back ground. So it could be a medical experience problem with a little bias.

That’s like saying, he died by a gunshot wound(s), but the autopsy shows no gunshot wounds or bullet(s) to/in the body. That young man was murdered in some way.
