This is what I've been using for ~5 years. No syncing except what you do yourself but that's sort of a feature also, in that no cloud version of your unencrypted passwords exists. KeepassDX for android; and there's iOS apps. More like adopting a file format (kdbx) than a single app.

What I learned from jumpcut -- the long-defunct video editing website, that I made an awesome long video on and then lost when they shut down -- is that every platform is likely to let you down eventually.
