The key here is to agree ahead of time what resourcing you will set aside to deal with technical debt, and then sticking to it. Sometimes business needs require moving fast, and sometimes shipping good enough now is the right choice. But if you don't protect your time, you won't get back to it.

Agreed. In my experience that balance happens when the company either is small or very big. In the middle size, the Product side used to get more power to decide how engineering uses the time.
