Sure, in practical effect, but as a political statement we know one is common and the other somewhat unusual.

I’m not going to hedge to death in a microblog post when the effect has been clear for over a decade. We’ve had special hotel permits in some areas since the Bloomberg admin, and citywide since the de Blasio admin. No new hotels.
