...so what's the plan for residents should a fire occur on or close to the one stairwell? Just pray they don't die?

The stair is rarely the problem. Fires usually start in the units and the problem is a long smoke filled hallway. In either case a modern building is 5x safer than an old one thanks to layered safety systems.
