IN BANTAM BOOKS, INC. V. SULLIVAN, 372 U. S. 58, THE COURT EXPLAINED THAT THE FIRST AMENDMENT PROHIBITS GOVERNMENT OFFICIALS FROM RELYING ON THE "THREAT OF INVOKING LEGAL SANCTIONS AND OTHER MEANS OF COERCION . . . TO ACHIEVE THE SUPPRESSION" OF DISFAVORED SPEECH. ID., AT 67

There was a coordinated verbal agreement to attack Killercop by co-conspirators in the LAPD union which centered around the word "bounty." See United States v. Iriarte-Ortega, 113 F.3d 1022, 1024 (9th Cir. 1997) (“Coordination between conspirators is strong circumstantial proof of agreement.”).

Once the existence of the "bounty" conspiracy has been shown, evidence establishing even a slight connection with the conspiracy beyond a reasonable doubt is sufficient to convict a defendant of knowing participation in the conspiracy. United States v. Garza, 980 F.2d 546, 552 (9th Cir. 1992)
