On Still Burning with my daughter Beth: a driverless car makes an illegal U-turn, gets pulled over, and there's nobody in the car to ticket. Her reframe: it's not "the computer" driving. It's software a person wrote, under someone's incentives. The responsibility didn't vanish, it just hid.

The same problem for causality and responsibility. Networks break classical philosophy (including, imo, the Law). So applying standard industrial "regulation" ideas to social networks is bound to fail. See the middle paragraph on page 2 of melconway.com/resume.pdf

responsibility never vanished in any bank i worked at, it went to committee. stack enough sign-offs and by the time the loss lands theres nobody left holding it. the empty driver seat is the same org chart trick at highway speed. you cant ticket a diffusion of responsibility.
