I realise governments in LICs have very little money to spend but can this be right? I know South Sudan would not be an easy place to spend foreign aid effectively, but the "beyond aid" narrative gets right up my nose.

Sadly it does appear right. 23/24 budget reports SSP7.2bn expenditure and at a 2023 exchange rate of 930, that works out $8.2m. (Total expenditure was more like $1.7bn) mofp.gov.ss/wp-content/u...

Yes - the health ministry also consistently under-spent its allocation in the period while the presidential office, defence and police ministries, etc, hugely over-spent.
