Or maybe it's a pump and dump scam? 1. Say dumb shit that drives down a stock. 2. Buy it while it is cheap. 3. Take back your decision so the stock goes up again. 4. Sell your stock. Recall that Elon was doing the same thing, and the SEC had to threaten to charge him with market manipulation.

Trump went after so many agencies at one time. It's hard to say which was first. Trump's executive order causes the SEC to lose it's independence and ability to take people to court for fraud. The SEC is not controlled by the president. The EO is illegal and unconstitutional.
