100 %agree. we have a couple in our neighborhood and the sad thing is they just want attention or to play. these owners never interact with them, why do they have dogs to begin with???

Given this past weekend I watched a highly reactive one at the end of the lead trying to attack an oncoming car and the two ladies walking him did nothing. Plus when tried to go for me/another dog walker and just said "No thank you" in a slightly louder tone, yeah.
