#Bulgaria's state capture has reached #Eurojust. The caretaker Justice Minister has formally asked the EU agency not to finalise the appointment of a prosecutor handpicked by an illegitimate acting Prosecutor General - through a selection procedure that began before the job was even posted. 🧵 1/8

The candidate: Liliya Karieva, a deputy district prosecutor in Sofia. She was selected by Borislav Sarafov while he was unlawfully occupying the office of acting Prosecutor General. Her application was submitted days BEFORE the position was advertised. Addressed personally to Sarafov. 2/8

The rubber stamp: the Prosecutorial Chamber of the Supreme Judicial Council unanimously waved Sarafov's pick through, for the maximum 3-year term at The Hague. Members were never told there were reportedly 5 other candidates, nor why every one of them was eliminated. 3/8

The qualifications: Karieva's English rests on a single 2018 course. No internationally recognised certificate. Sarafov had promoted and awarded her shortly before her nomination. The Justice Minister calls this a serious blow to the procedure's objectivity. 4/8

The opacity didn't end with Sarafov's resignation. Under his successor, Vanya Stefanova, the office has refused Sega newspaper's FOIA questions on this very selection. The reasoning: the prosecutorial service itself sees no public interest in disclosing how it picks its EU representatives. 5/8
